Some tools only accept WAV: older audio editors, many samplers and drum machines, CD-burning software, broadcast systems and some speech-recognition services. WAV is also easier to edit, because every sample sits uncompressed on disk, so cuts and effects don't add another round of MP3 encoding.
Converting MP3 to WAV doesn't bring back the detail MP3 compression removed. The WAV sounds exactly like the MP3 it came from; it is just larger (about 10 MB per minute in stereo) and easier for other software to work with.
The converter writes 16-bit PCM WAV at the MP3's own sample rate. To trim the result first, use the audio cutter, which also exports WAV.
